General tips
- Cite the author if the author is identified. Otherwise, start with the name of the national government, followed by the agency (including any subdivisions or agencies) that serves as the organizational author.
- The government department may be the publisher and the place of publication may be the city of the department's head office

- URLs are no longer required. Only include URL if reader will be unlikely to find article otherwise or teacher requires it.
